Once upon a time (some 7-8 years ago) I switched to PayPal because it was a lot quicker to get money from auctions compared to using Money Orders, therefore making it a lot quicker to ship items to customers. It was good for me, it was good for the buyers, it was a good deal.
Now, with PayPal's new policy it takes me 2 weeks average to get paid. 2-3 times longer than it used to take with Money Orders. My incentive is gone, and so is PayPal. Never mind that my reputation for delivering great quality items speaks for itself (100% great feedback.) I simply cannot deal with PayPal's "sometimes we just decide to hold your money, and you won't know if we will until after we already have" policy. Yes, I hear it's great for protecting me from fraud and chargebacks, well, so do Money Orders. And it's lightning fast compared to the new system.
I know, you can refund the buyer a penny and the system will release the hold (strong rumor, but not tested), but I'm not about to go messing with a beast that can also on a whim, lock my account for "suspicious activity" and then hold my money for up to 180 days. No, I'm going to hurt them where it counts. No more making fees and interest off of my transactions.
So, I paid my car payment with my house payment money. I can't pay my house payment now, but hopefully my tax refund will be in my bank account in 5-7 days. Funny, the government will get my money to me faster than PayPal will.

However, if the buyer open a dispute at any time, then you wait months for your money and the buyer still has your item the whole time. The new rules are very buyer-protective, which is a nice change for buyers, but it's way too troublesome for sellers.
